Also, do not change the managemnet info. (range 0-20) for retransmitting.

1. If you make the conference server (like Reflector and DCS server), do not change the voice ID (stream ID) and sender callsign in header for retrunsmitting. Keep original voice ID (stream ID) and sender callsign.
2. If you make the client program, you must add the unique voice ID (stream ID).
